Same engine revs upstream or downstream give same result? Even if engine revs = zero?

I think it all hinges on what is understood by SOW.

My first language is Maltese and my second one is Italian.... I only revert to English when I have to.

Should the right hand diagram show a boat speed of 4 kts i.e. 4M marked off along the intended ground track on an arc from the end of the current vector to give you the final intended vector, not a 5M length?
