I telephoned Liverpool Coastguard and was passed onto my local station on the Fylde coast. Chris, the Coastguard, was happy to take my old flares, provided that I brought them to the Coastguard station. He regretted that he was unable to collect them from my house but H&S prevent him from carrying out-of-date flares in the coastguard van. Chris asked me to let people know in the Fylde area that he is still able to take out-of-date flares brought to him.

As explained on here somewhere before, this arrangement will have been possible only because the Fylde Coast local CG station will have storage for TEPs that meets new regulations.
It doesn't apply to all local CG stations, indeed it only applies to a few. In the main, only the MRCCs can take them.

Patrons of The Scottish Boat Jumble on Sunday 3 May 2009 at Troon Harbour can safely dispose of time expired flares there. The organiser has all the correct documentation to offer this service free to individuals. A donation to the RNLI would sweeten the deal though.
