Dipstick Marks _ Mariner

I've just bought a Mariner (Mercury/Tohatsu) 4hp 4 stroke outboard with a long leg for my boat.
I'm checking it over before putting it on and found that the oil level seems far too high. Anyone with a handbook who can assure me I'm right?
I would think the mark to the left in the pic is the full mark and the one to the right is the add oil mark
Do you have to screw the dipstick in to get a level or just put in the hole as far as the start of the threads?

You're correct about the marks. And, yes, the dipstick has to be screwed in to measure correctly.
 
Thanks for those replies. I had to drain 100ml out and it's still above the mark I could have taken another 20ml out as well I suppose.
It only holds 450ml so it was way over-filled.
I don't have a handbook but did find some spec sheets on the web.
 
Yes, I can actually help 100% for the first time ever.

I have a manual and it states:

engine vertical,
screw dipstick in fully,
level between 2 marks,
Note if level is at the add mark add 3oz (100ml) of oil (the add mark is the lower mark of course)

And I looked at the engine today for the first time and they are great quiet little things aren't they?
