The blog writer bloke might be right about the casting being wrong. His link to another post http://ckdboats.blogspot.co.uk/2009/11/cav-lucas-diesel-water-strainer-filter.html has five photos, and nos. 4 and 5 clearly show the ports and the arrow markings. I think the the fuel should come in to the central part of the head casting, down through the hole in the filter, then sideways and up through the body of the filter and out through all the small holes, exiting the head casting through the holes near the edge.
If that's the case then both the ports nearest the mounting flange are inlets (see photo 5) and if you look at photo 4 you can see that they extend to the centre part of the head casting, so should be inlets but are shown by the arrows to be outlets.
Easy enough to check on a new one. I have one on the boat ready to be fitted, so I'll have a look later to see if it's the same make as this one.
