Sailing in Chichester Harbour, this is one that brings a smile to my face on a regular basis. I always try to avoid the racing fleets, but one of these days I won't be able to. I look forward to seeing the face of the berk who stands on on the above basis whilst I do my 360 before carrying on my cruise.
 
frankly yes, I do expect all the crew, or at least all of the crew in any way responsible for the course of the boat, to have read that and to own a copy. If you race you should have at least read the rules, and you should really know most of them.

The quote you have picked out is still contained within the RRS, and not the Colregs. It applies to racing boats (defined as in the vicinity of the race course about to race, racing or having just raced) and not an "innocent bystander". I don't see what the point of wondering how a stupid person would see it is. You can't legislate for stupidity, god knows this government seem hell bent on trying!

let's not have another "racers vs cruisers" fight! I race and cruise and the idea of beating myself up does not appeal!

So the only conclusion is that this never happens and we all make up these stories and play dumb on the radio just to get at the racers.

Or maybe the race organizers have no will to correct the situation because it is in their interest to make us fear going about normal sailing activities.

Of course there are idiots in race boats, god knows I've protested people who didn't understand the port starboard rule in a major championships!
I'm not defending idiots who race any more than I would defend idiots who cruise.
I was merely stating that there is no need to add anything to the rules saying you must obey colregs, because it's already there!
 
The confusion was that I said it should be on the top of the race "application form". i.e the one that is filled in and must therefore be in front of their eyes at some point in the process.

Still think the rules should be worded a little better. You are expecting some one to relate a paragraph pages apart in a world were the average attention span is 4 seconds.
