Hi,
My name is Mathieu. I comme from France and I have a dell quay dory 11 FT with a yamaha 9.9 2stroke of 1983
When I go fishing, I think my boat is not fast
Is what the owners of the same boat thinks about my motor with this body??

I believe that it was France which brought in legislation whereby in certain circumstances outboard motors "had" to be below 10hp , hence the creation of 9.9 Outboard Motors. The outboard motor manufactures instead of making a "New" engine of this horse power, "de-tuned" existing engines.
The 9.9 Evinrude which I bought in France was a "de-tuned" 15hp. Perhaps with your yamaha 9.9 could be opened up to what it should be.
In any case if you bought a new 15hp motor now it would be a 4 stroke and weigh perhaps 40% more than your 2 stroke.
Stick with what you have.
 
You can retune the Yamaha 2 stroke 9.9 to 15hp and this may give you the extra speed you are looking for.
Dell quay dory's are notorious for getting heavier over time as the foam between the hull's gets filled up with water, this may also be your problem.
Lastly the angle which the engine is fixed to the transom needs to be correct to allow the bow to come down and the boat to plane over the top of the water if it has enough power to get over it's bow wave!
