Defaced Red Ensign

I recently replaced my ICC and the certificate comes with a little red ensign stamped next to the cert. no. THe red ensign has a little crown on it. I know I'm displaying ignorance here, but what does the defaced red ensign signify? Is it an RYA house flag?

The defaced red ensign is used by a number of UK institutions, residual bits of empire (and even ex-empire), and 14 yacht clubs, of which the RYA counts as one. Presumably members are entitled to use it, but in practice it's hardly ever seen, I only know of it from an ancient copy of "Pears Cylopedia". The RYA seem to prefer the "initials" version of their house flag to be used.

Thanks for the reply Andrew. I'm fine with the channel islands and the antipodes, it was the little crown that was confusing me.
