This is now resolved.
After a few more weeks of being asked for this certificate d'exportation I phoned HMRC to be sure and they of course confirmed that they had no interest in the boat all the time it remained in France.
So I emailed the broker saying that I have proved that I am English, proved i live in England and as such am not allowed to have a french registered boat anyway. Told him our Customs were not interested in the boat as long as it stayed in France and suggested that the person dealing with this on the French Customs side may have got things wrong, and by the way here is a copy of my SSR Registration for the boat.
Two hours later the broker calls me up, "Dont worry, all sorted, boat now deregistered, paperwork to follow"
I asked what the problem had been. The answer....
"Oh, the English have a different way of doing things but it is all sorted now!"
I think the phrase is "Go figure..."
