I intend to re-rig shortly and of the tools to hand I have a hacksaw and a 5"grinder with cutting discs which can do the job.

I would much prefer to use the grinder simply because it's easier, but given that the heat affected (blued) part of the cut will be forming over the Staloc insert, will this affect the final integrity?
 
I usually wrap with electrical insulating tape just as I would when heat cutting rope.
Then use a fine toothed junior hacksaw which gives a neat clean cut.
 
I use an angle grinder for cutting 10mm rigging. Just make sure you use a thin (0.8mm or 1mm) cutting disc.
Redid our rigging using HiMod fittings from Peterson Stainless.
 
I've just finished renewing my rigging and I was surprised just how quickly a fine toothed hack saw went through 7mm 1X19 SS. As others advise, I wrapped it in tape before cutting.

A supplementary question: is there any reason why the off cut strands couldn't be used as filler wire for TIG welding?

You can use them for welding.I find it a bit awkward because they're not straight and straightening them is too much work.
