Further investigation comparing the fabric of the covers which have been on for 13 years with the fabric which was left over when I made the covers has revealed that the backing has changed in appearance the rubberised type of coating appears to have broken down somewhat and is now more porous than when first installed. I suspect this may be the reason the cushions feel damper than they were and why the bin liner seemed to improve things. I'm going to remake the covers using the original fabric and see how it goes with and without an additional vapour barrier. Contrary to perceived wisdom I am convinced that the dry mat underlay I was using was totally ineffective as have been any attempts at ventilation which just cause cold air from the hull below the waterline to circulate through the cushion and make matters worse. Just to stress its a very dry boat otherwise with very little condensation in summer and stays bone dry inside all winter without any de humidifiers. Hope this helps anyone else trying to sort this problem.
