I fail to understand how these charges are legal under EU law. Germany could not make a road charge for every car entering Germany, so why would boats be any different, they are just a means of transport?
Both the Vignette and the Sojourn Tax apply equally to Croatian nationals and visitors so do not fall foul of EU law.
Whether any Croatians actually pay these taxes is a moot point. I've been visiting the Harbour Master for the last 10 years and I've never bumped into any locals in there. However, it might be that the Croatians know how to pay the taxes online so don't actually appear in person.

Last year we spoke to 2 Croatian boat owners and they said they did not pay the Sojourn Tax. Also the Harbourmaster in Rogaj, Solta said the Croatians did not pay.
Perhaps someone should complain to the EU that the Tax is not being implemented as required by EU Law!!
