Credentials Mess

All in all it wouldn´t be a problem if I only intended to sail in Portugal (or charter in Croatia, for example), but I am living here right now and I would really like to charter a boat locally (inland waters). I cannot apply for an ICC (accepted locally) because they are not issued to any other EU countries beside UK…

The Irish Sailing Association is empowered by the Government of Ireland to issue ICC Certificates to persons passing the relevant assessment. You could sign up with an Irish sailing school for the 2-day course/assessment as your English seems to be good enough.
Flights from Prague to Dublin would probably be cheap for a weekend break, as the traffic is normally in the opposite direction:)

He would need to check that it includes non nationals. This is possible with the RYA and such a course of action has already been suggested, taking an RYA certificate or assessment. It is only very recently that the UK government has got agreement that the RYA can do this.

The RYA seems a little confused about residence requirements. On one page they write

The following UNECE countries have not yet adopted Resolution 40.
The RYA is currently authorised to issue a UK ICC to eligible nationals and residents of these countries. However, if any of these countries adopts Resolution 40 then this may have an impact on the ability of the RYA to issue a UK ICC to the nationals and residents of that country.

Guess that is probably sloppy updating of the website. The first statement (I think) reflects the recent change, whereas the second is how it was previously.

Would be better if they put out consistently better information!

I think you're probably right ... it all needs a good scrub up. I have emailed them an edited version of my comment above.

As Tranona has clearly explained, I´m into a LOT of challenges ahead with this "sailing inland" stuff! :eek:

I will check that out as well. If it´s possible and that´s the only way to go... so it will.

Sorry, just checked; ISA can only issue ICC to Irish citizens or non-nationals resident in Ireland, but hey, surely you have a friend or relative living in UK or Ireland who could provide you with a postal address?:)
