They're all mad except me because nobody has suggested the obvious answer: cats'-eyes.
 
When you're driving a car you are concerned about what's in the 0 to 100m range. When offshore you will be interested in things that are usually miles away, spotlights will be zero use. In confined waters perhaps there could be an application but I'm not sure how the regs would treat it.
 
I played about with lights, but the sea absorbs the light. I ended up with millions of candlepower and it still wasn't enough. Retaining night vision and spotting shadows seems to be the best option. Its quite rare to be in total darkness.
