In the past the toggle on a flag was always at the top to prevent the flag getting pulled in to the block. More recently I have come across similar examples to the OP's with the line sewn in the wrong way. They are probably produced in a sweat shop hundreds of miles from the sea where they are just colourful bits of cloth for rich people to play with.

Never knew the reason for the toggle, always assumed it was for attaching to a loop in the flag halyard - learn something new every day!

If the toggles at the bottom, when you break the flag on arrival in foreign waters, it will hang below the yard.
