Never knew the reason for the toggle, always assumed it was for attaching to a loop in the flag halyard - learn something new every day!In the past the toggle on a flag was always at the top to prevent the flag getting pulled in to the block. More recently I have come across similar examples to the OP's with the line sewn in the wrong way. They are probably produced in a sweat shop hundreds of miles from the sea where they are just colourful bits of cloth for rich people to play with.
