We have yet to find out how 'the cuts' may affect the Thames (not to mention the lock 'cuts') - sorry if I was too obtuse for you !
 
Is a varlet a small varl?

Might be a reference to possible further cuts to EA grants, which would not be good, especially s I doubt users other than motor boaters will be seen as a source of topup money. But we don't know yet, so I shant panic yet Mr Mainwaring.
