The cost of licensing on the non-tidal Thames depends on both the beam and length of the barge. The table of charges may be found with the application form at

Mooring charges vary enormously depending on the location on the river (cost increases the closer you get to Teddington), but as a start you could look the charges of this marina:

I cannot comment on the costs for the tidal Thames.
