Yes and no. Once the carbon steel starts corroding it CAN affect the 304 band as well which will fail (Happened to me). However you are right that wquite often it just rusts rock solid. But there is still a chance for failure. Whether you use one or two, as long as you inspect them regulary there should not be a problem.
