Concept of a \"Fishermans Rate\"

I'm not saying where cause I benefited from it, but I filled up at a so-called "Fishermans Rate", which I suppose might also be described as a "locals rate" since unlike France, there can't actually be a cost difference.

I wondered if this was commonplace, come-overs and grockles rate, local fuel for local people rate.

I recall refuelling a diesel RIB in Scrabster on a round Britain jaunt and enquiring whether there was a discount for quantity/fishermans rate. The response was 'aye if you want to take 10,000 litres!' Since we only could take 500l we paid retail which was still I think the cheapest of the whole trip!
