There's no fuse inside the PC case - but the internal power supply may have died - quite common.
Don't bother with a soldering iron, just buy a new one of the same wattage - online you would expect to pay £12 - £30 plus delivery depending on power rating and make. Takes about 10 - 20 mins to fit depending on how many screws you have to undo to get into the case.
