Compulsory BSC for visiting boats on the Thames next Year?

Just been told that boats visiting the non-tidal Thames from next Year will need to produce a valid BSS, rather than the current self-certification system.
Can't find anything to confirm this from Googling, anyone know if there's any truth to that?

If correct it will be a shame.Of the 120 odd boats on the RCC moorings will guarantee only about a handful will have a BSC and only then because they have migrated down from freshwater with valid ticket.
Only two or three of the 30 or so boats who visit the Thames every year will have a BSC and be allowed to transit the lock.
Would also put a stop to club BBQs and Xmas do,s up at Allington.
Hazard a quess its not true especially remembering just how fast the EA wheels grind....10 years time possibly...next year Naaa.
A club member recently decamped to a marina on the Kennet and Avon.
He hid his boat at the back of the marina hoping to avoid the river licence,basically because he was not using the boat..
Came back one day to find the dreaded "cough up" or else sticker on his windscreen.
He now is the proud owner of a 6 month BW river licence or is it CART.

I've had a pm from someone in the know who hadn't heard anything about it, so it seems unlikely to be true.
The current system of putting the responsibility of compliance onto the skipper would seem to be enough, I would have thought.
Most likely a false alarm :)
 
They are withdrawing the old "Rebuild in progress" exemption if that's what you mean. Others on here will be able to give more details but an obvious project boat in rebuild that was moored up and would not move could have an exemption from BSS compliance during the build work. Perhaps that's what you heard?
