OTOH - enquiries@environment-agency.gov.uk - takes it into the central EA system and cannot be 'lost' by Waterways (not that they have a history of doing this........)

In my experience, they will ignore you until you make a complaint to the Chairman of the Environment Agency, so you would be better to complain to the Chairman in the first place at james.bevan@environment-agency.gov.uk
You'll save a lot of time and aggravation.

Just for the sake of accuracy, Sir James Bevan is the CEO, Emma Boyd Howard is the chair.

That format is very unlikely and she won't do her own email anyway being part time. It's best to use the official national email address so any complaint gets logged and tracked.

Yes, I believe she is non executive.
I can tell you from experience that a complaint emailed to Sir James Bevan will prompt an urgent response from the correct people the following day.
