When would one qualify to use commercial diesel, if I got my boat say mca cat 2 registered would I qualify?

I would say only when the boat is being used commercially. I would think the relevant authorities would expect to see logs and records to prove the commercial aspect of the boat's use equals the amount of commercial fuel used. The risk of being inspected is probably quite low. The risk of being made an example of, if caught doing it wrong, is probably quite high.
