Welcome to the forum.

I cannot definitely confirm the deck structure but it sounds like it is balsa cored. It is a common problem with old boats and due to poor sealing of deck fittings by previous owners causing water ingress that has rotted the balsa core. It is a major job to solve and as you are not the owner, my advice is walk away and find a boat in better condition.

You may find this thread useful as it refers to a Colvic 296.
