Colregs Rule 10 - has it changed?

So if a sailing vessel plans to cross a TSS and the wind is on the nose, at right angles to the TSS, do you interpret the rule to say that the vessel must motor across to avoid crossing at an angle? Or is lee bowing the tide under sail permitted?

Talking to Dover Coastguards, they say that they will accept up to about 20 degrees off the direct heading. But if the wind is such that you can't make the crossing without bearing off more than that, then either don't cross or turn on the engine.

The most significant point is the aspect seen by ships using the TSS. If you had to beat across with a heading at 45 deg to the lane, then ships could not be certain of your intentions. Within about 20 deg of the right angle there is little problem. Lee-bowing or not doesn't come into it.
