Collision Regs Question

Once the distance closed to about a cable Cpt Pugwash adjusted course to ~155 and throttled up to ~20kts, passing with a CPA of less than 2 boat lengths. I made appropriate hand signals suggesting what he may do in his leisure time, then hung on while his wake passed by. If the boat's name hadn't been obscured by the dinghy I'd have reported him to QHM for speeding and generally being a titanic danger to shipping.

Let me see... there's Rule 2 - neglecting precautions of the ordinary practice of seamen; Rule 6 - safe speed so that she can take proper and effective action to avoid collision; Rule 8 - action to avoid collision to be made in ample time, ... and the list goes on. Why do those sort always manage to obscure their identity?
