Appears to have been no attempt by the camera boat to alter course, 15 degrees or so to starboard should have avoided this, but perhaps he already had and the other vessel altered wrong way!
There is speculation as to whether the camera boat was stationary at the time with the incident being caught on their CCTV. Some are convinced both boats were under way.

They look very much like dive boats in the Red Sea out of Sharm or similar. Very odd as their boat handling skills are awesome, especially bringing their quite large boats alongside in a crowded harbour. Lots of shouting and gesticulating of course.

I have dug out my little book of national flags, and the closest match appears to be Egypt which would agree with your idea of venue.
Having looked several times I still can't decide if the camera boat is stationary. If it is it would explain lack of avoiding action. The guy in the bow saw it coming in time though, lucky for him.

Commercial fishing boats have a natural attraction for amateur fishers. When I'm transiting, amateur boats trolling for marlin will always cross my bow, they seem to think the marlin are under me. Some of my best lures have come off my bow!
My experiences in the Red Sea lead me to believe that the autopilot and recreational tobacco could have had some influence on events such as this... er.. allegedly.
