Accepting that hull speed for a displacement boat is SQrt(LWL) x 1.35, is there a corresponding equation for semi displacement hulls or is it a case of if you can power over the hump you go as fast as you have the power for

Semi displacement boats range from 1.5 to 2.5 x sqrt LWL. The issue here is there is quite a few degrees of SD hulls from immersed vs. non-immersed transoms
