Clipper wind indicator

My clipper wind gauge has stopped working , the wind direction indicator is working but the wind speed is at zero , The cups at the top of the mast are spinning round but the panel still reads zero except when out today and it was gusty at one time it gave a reading but only for a brief couple of seconds then back to zero . Where to look for the fault or is it time for a new instrument .
