Yes

Not as fast I can tie a one-handed slippery hitch though - you need the other hand to hang on when stowing topsails a hundred feet up.

Still on the subject of prussic loops (knots) to ascend the mast.

Is it considered bad practice to have the bosuns chair and the foot-loop prussics tied around two ropes (i.e. the main halyard and the topping lift) at the same time?

You should have them on the same rope, it makes life a lot easier. Use the other rope for a harness.
