After a recent bad experiance with fuel blockage to be 100% sure I am removing both of my 53 litre each Diesel 'Tec' Tanks' to check and clean them out.
What do we all recommend is the best method of cleaning the 'inside' out to ensure they 'are clean'

I have a good result with Jizer followed by a rinse out with water, it certainly removed all the black deposits that had adhered to the sides of the tanks. The Diesel tanks in my case were steel.

I cleaned my s/s diesel tank with a steam wallpaper stripper. I connected the hose to the tank and ran it for a couple of days with the tank in different positions. An amazing amount of black muck came out.

My tank has no inspection hatch so I can't be absolutely sure I got all the muck out but I've never had a fuel filter blockage since doing it.

Steaming them out seems to produce the best results. Many garages use steam cleaning equipment for cleaning engine bays, chassis, etc. I don't suppose it would cost much to have a couple of tanks cleaned, taking half an hour or so, especially if you removed any inspection covers beforehand.

I hired a steam cleaner for about £40. It was advertised as 150C superheated steam but was only 80C when measured with a digital thermocouple. It was totally useless - maybe at 150C it would have worked, but I did get my money back. I eventually made two inspection hatches so I could get my arms into every corner and clean it manually.
