Clarity on rules in wales

Hi. Assume not allowed to check a boat at all during current level 4 lockdown. Just want clarity. That’s what I am taking from the government website. Live 40 mins away so it’s a journey. Boat and us are in north wales. Usually check her over every 2 weeks. It’s been that now and just wanted to turn the outboard over and check the cover etc. Looked after at the marina but I just wanted to run that engine. It’s a robust older well serviced 50 bhp 2 stroke on a 16 ft microplus. We went out early Dec for an afternoon. Right now I’m talking about checking her over on my own at the berth. I assume no.
 
No you wont be allowed to check on your boat. However you can go to it if you have "reasonable excuse". What that excuse is would be up to police interpretation but I guess if the check was after a particularly bad storm etc and your boat was exposed something like that would count.
 
We are in Swansea marina and we’ve had all of our fobs deactivated. They are checking everything that we ask, by messenger and text and calls/emails which is fantastic and all fees are refundable throughout the lockdown periods so at least we know that everything is being looked after even if we cannot go down ourselves. In some of the previous lockdowns we were able to visit being as we are only 4miles away from the marina but not in this case,

The staff are regularly wandering around the pontoons checking lines etc. They will also send you videos if required. I had a call yesterday as I had contacted them via ‘messenger’ a couple of hours earlier re the electrify credit left on my post. It was low and I simply topped it up over the phone and they’ve applied it.

I don’t know there ‘who’ makes these executive decisions but the ‘guys on the ground’ have been fantastic throughout all of this COVID fiasco.

Sounds like the marina is doing what it can and I don't see the marina being liable if a boat sinks.
If a boat did sink it would be the boat owners liability, as always. Not all boat sinking events are insurer's liability.

My thinking is insurance companies will try to wrangle out and if they can.....they could say “well....you haven’t checked your boat for a month so the fact it’s flooded we won’t cover as it could have been stopped” would that give them grounds? Hence...the owner would have grounds to say I wasn’t allow to my boat. Where does that leave everybody?

same if you leave your boat abroad I guess but do insurance need to be made aware perhaps?
 
How are insurers to know if you have inspected the boat weekly , monthly or once a year ?
Insurers cant just make up excuses. However all insurance requires you to take reasonable care . If the pandemic lockdown prevents you from travelling I don't think that's a reason on its own for insurers to reject a claim.
If you happen to have neglected the boat for the whole of 2020 that's perhaps a different matter.
The Teir 4 lockdown isn't forever ....... I hope.
