Do the sheet blocks need to be completely aft or can they be slightly forward by the cockpit area ( my two winches are either side of the cockpit).

Also, the cleat for the tack-line - I want to run it through blocks on the stanchions to the cockpit - is this safe i.e. are they likely to be strong enough?

Many thanks

The general rule is get em as far back as you can. The layout of boats varies dramatically so you have to make the best system to fit your tub. On my boat the easiest place is to fit the blocks onto the pushpit & lead the sheet back to the normal sheet winches but this may not suit the layout of your boat.

They don't need to be right on he quarter. It depends on how high the clew is and the beam at the transom. If you have a pinched in transom there is no problem usually with moving the blocks forward. It will make no odds on a run or a broad reach anyway. In fact, moving them forward will give you better stability if it is blowing a bit. The real test is when you set the sail on a beam reach. Be sure that the leech of the sail is not being closed off.

An alternative is to run the blocks to the quarter and have lead blocks on the toerail opposite the cockpit. This way you have the best of both worlds.
