Yes, and having spent the first 15 years of my career testing and fixing thousands of electroplating solutions (as part of the service supplied by the speciality chemical suppliers - not just one plating shop), the article referred to nickel plating (easier than chrome) but still grossly over simplified the process, plating an unknown (IMO probably a near useless) thickness of metal with an unknown grain structure.
Of all the various metal plating processes, chrome plating is one of nastiest plating solutions. Chromic acid wash off is very difficult to treat and is environmentally toxic (I would rather treat cyanide wash off any day!)
It is my opinion that electroplating is best left to the professionals, where any good plating shop will produce a good quality finish which will not only look good but will offer years of protection.
