That article appears to make no sense. Isn't surface ozone a pollutant caused by industry and vehicle emissions? Why would a reduction be a bad thing?
If I remember O level chemistry right, OH- is an unstable ion, not a molecule and exists naturally in ordinary water, in equilibrium with H20 molecules and H30+ ions, so what's it got to do with ozone?

worryingly, if you know anything about the subject described in a particular newspaper article you often see the glaring inaccuracies - I know I saw them in my last job - if that's the case then I must assume most newspaper articles are utter nonsense.
