Portsmouth does not explicitly have harbour dues for achts, but all the moorings (or most of them) pay a license to Crown Commissioners. AFAIK, many of the clubs are also paying e.g. yearly fees for slipway use.
So it would be wrong to think very much is free in Portsmouth.

On the Medway, the Peel Ports charge is £64 and all leisure craft, except open unpowered dinghies under 5.1 metres in length are required to pay the charge.

True, but we are talking harbour dues. Many other harbour moorings will be paying a fee to Crown commissioners and maybe rates or something to the local council for slipways etc. on top of harbour dues.

WOW, you have a fantastic deal there. I'd keep quiet about it otherwise you might find the harbour quadrupling it, just to keep up with market forces.
