Force Majeure can take many forms and there should be allowance for it in the procedures. You probably need to inform the relevant authorities fairly quickly though. Several months later won't earn any brownie points.

If the weather forecast isn't good enough to ensure you meet your legal obligations, don't go. Today's forecasts are pretty reliable 3 days out.
