Chart updating on platter software

I may have this totally wrong but I seem to recall someone telling me of a plotter application available which allowed you to apply chart updates and corrections which were then uploaded to a sever allowing other users up update their charts.
Did I imagine this or does someone know which app it is

The Navionics app on Apple or Android.

However, I find most of the user added content, and there is a hugh amount of it, to be useless.

I was anchored in a small bay last summer and the standard Navionics chart showed around 2m depth (no tide in Croatia) right round a small island in the middle of the bay. However, used added content showed two or three shoal areas just below the surface. After anchoring I snorkelled round the entire bay and, apart from the small island, there were no shoal areas! I don't know whether "users" are just being silly or whether they don't understand GPS coordinates.
