I didn't see any mention of the 3rd option: (for UK use anyway)

A notebook or laptop with Belfield Chart Plotter or Polar Navy's Polarview. Both come with all UKHO charts in Raster (Belfield's) or Vector (Polarnavy's) format.

Many people believe that plotters should be in the cockpit, so they need to be waterproof, which notebooks and laptops aren't.

That's a good point unless you can afford a Panasonic Toughbook.
