For goodness sake haven't you seen the post from Dick Everitt on ideas to be submitted to PBO,a quick sketch and an E mail could have netted a small fortune.
But your too late I've just submitted it!
I was reading The Royal Signals journal a few years ago and they had a photo of two Jimmies cycling a Heath-Robinson static bicycle in the depths of the Malayan jungle to power an HF transceiver.

You'd need a fair number of hamsters, tho' to get the amps up. Do they suffer from seasickness? Can you feed them seaweed? This could be the breakthrough boating needed! 200 hp (hamster power) engines with gerbil-charged overboost!
