Well worth checking them. Sadlers have a similar arrangement, although the below-decks part is not quite the same. Some owners have suffered leakage through the deck flange and some have found that the bolts have no nuts on the ends!

From the piccies they look pretty sound to me. Provided there are no loose nuts and no signs of movement, leaks or cracking not sure why one would want to disturb them. Still think you ought to go back to your surveyor for an explanation. If he is an expert on the boat he should be able to justify his recommendation - and what might happen if you don't.
