It would be a very poor and weak windlass which couldn't pull in some chain, thereby reducing the catenary curve, and thereby pulling the boat forward towards the anchor. We do it all the time.
Regarding retrieval speed, we have a Lofrans Tigres. If I was sufficiently interested, I could find the retrieval speed claimed by the makers, but in normal use it is adequate, and often we have to stop and start anyway, to clean mud off the chain with the deck wash hose.
