Anyone heading to Cavtat (in or out of the country, or just visiting) should NOT believe the harbour master in Cavtat when he/she says that the bouys in the bay are "free". We had a particularly unpleasant experience in holding out effectively on behalf of the harbour master. This was demanding money with menances and the 2 guys in boat reg. CT212 and CT728 were very abusive such they started to undo the lines from the bouy to our yacht - not a good welcome to this country. We did in the end move off the bouy in question because my wife was getting frightened but CT212 was going round ALL the mooring bouys requesting money or else trouble....It appears that these guys are well known but no one in authority has the will or the wherefore to do anything about them. I phoned the harbour master on duty (after 6pm) and was told to come and see them in the morning. It's such a shame becasue we never got to see the town which looks quite attractive. As a final note you may also have to hang around for the inadequate customs quay for up to 2 hours waiting for other yachts and boats to clear in as the authorities do not allow you to anchor (or pick up a bouy...) and then go to see them. Finally - had we not been told the bouys in the harbour were free and "you do not have to pay, we'd have probably paid up and not had the hassle that then entrailed. However we're British and truth must prevail !
 
Problem is they all get greedy after a while.Look at Greece and the 15 litres into a 10 litre can and the thieving taxis .Try and report it,no one gives a toss.We moved from Greece (after 6 years there) to Montenegro where the Taxis actually set their meters but recently have been trying it on.Was going to Cavtat next week (fill up tax free in Monte and check out) but for the saving on 400 gallons it's not worth the effort and now to be hounded by some pikees demanding for mooring.The Harbour Master may have been wrong but if they want tourists sort it out and make it transparant .PS I've been sailing in the Med Since '70's so have seen a few changes!!!
