Best way of killing them (flour weevils is a generic name to cover a whole bunch of bugs) is to get hold of some chloroform. Put a bit on a cotton wool ball, and put in the tupperware container for a few minutes. Freezing is of no use, they are temperature resistance, and while a few may die, loads will survive, and they each lay millions of eggs, so the population will grow in no time.
Best preventative measure is to clean out all lockers thoroughly, then spray with non toxic fumigant (easily available in US, not sure about elsewhere), especially into any cracks, then use pheromone traps (again easily available in US, not sure about elsewhere) which will attract the weevils to them.
Stop reinfestation using chloroform treatment on all flour brought on board.
Lot of hassle to do all this though.
