Sounds like they are taking action:

Barrage Locking Procedures

Further to the recent presentations by the Cardiff Harbour Authority a meeting was held this week to discuss the concerns raised by bay users about control of vessels entering the locks. It was decided that the Harbour Authority would use their RIB on busy days in order to assist with filling the locks in an orderly fashion. If you witness, or are party to, any incident in the Barrage Locks, such as vessels barging in please report it to Barrage Control so that they can take action. Please also monitor your VHF whilst in the locks.

Although, I think it has recently been better anyway.

Racing fleet is small at the moment. And the mobos dont go anywhere much in winter

We had a presentation by the harbour authority a few weeks back and they said that they will be clamping down on poor behavious including the tourist rib which dives in at the last minute.
New bylaws are being introduced too allowing them to enforce and police the various speed limits so we'll soon see a change for the better hopefully

Lets hope so, no where else is locking so chaotic.

I don't think you can blame the authorities though, just the bad manners and rudeness of a few.

Good on 'em for sorting the problem out.
