I was going to call it a thumbscrew toggle but Google came up with this

I've just bought those to secure my engine cover, excellent value and the replace the stainless fastners that rattled all the time when the engine was running

Try Ironmongery Direct. Generally called a Brighton pattern sash fastener.
I have a spare one somewhere, in my stash of "it might come in handy sometime " bits.
