Is there any reliable way to ascertain when 80% capacity has been achieved?
There’s a tare weight stamped on the cylinder. Add that to the fill weight and you’ll have the total to aim at. As Vic says, don’t overfill.

If you just connect and leave it, it will take 20+ mins at least, but put the donor cylinder higher up (lie it on a picnic table outside) and put the camping gaz on the ground, then when the flow slows, pour boiling water from a kettle slowly over the donor. This raises the pressure and the gas will flow much more readily iinto the receiving cylinder. Works out about £4 per fill which is slightly better value than the £24 it costs for a replacement one from a dealer.
 
Would Propane work or would you need t change the jets ?
asking because at time you just don't know what your getting

Most modern appliances are designed work on either butane or propane at 30mb

Older appliances are designed to either work on butane at 29 mb or propane at 37 mb

All appliances should be labelled with the type of gas they are designed for and the required pressure.

In practice people have found that very often they can switch from butane to propane without requiring any changes.
