Buying in Philippines

Are there any peculiarities about buying in Philippines (Puerto Galera specifically)?

1. is VAT/sales tax payable by the buyer/chargeable by owner?
2. are there other forms of government fees chargeable?
3. are the marine surveyors professional and available?
4. should I register in UK or elsewhere or does that matter?
5. are sailing licences/permits payable per annum?

I'm hoping to buy a 40ft yacht next month and want to prepare for the unexpected.

Hoping to buy and single hand a yacht next month with a view to spending a year in Philippines before going further afield. Just wanted to find out the pros and cons of living and travelling the islands, the paperwork, dangers and upsides.
