As a point of interest, what if you buy a boat in the EU that was built in the UK at a time the UK was still in the EU, and for which VAT was paid in the UK? Would UK VAT have to be paid a second time?

Yes, if different UK resident owner wants to bring back to UK,but not if stays in the EU
