What does the white one with stripes, third from right on the front row signify?
I am told a transit.

Anyway, the red and white ones over on the left are safe water marks. Traditionally used off the entrance to complex harbours. Most have gone because GPS gets you into position to start the approach, but in the olden days, looking for the fairway buoy was the first step, and as you often had to zigzag around to find it at night or in the fog, they put it somewhere where there was safe water all round. Some places still have one like Wells in Norfolk.
