I am looking for the correct name for buoyancy foam blocks. Not the Polystyrene type that you commonly get as packing material on white goods etc and snaps easily but the fairly hard stuff that does not compress. Is it high density Polyurethane or what?

Google for closed cell foam.

I think what you want is probably closed cell polyethylene foam, maybe polyurethane if you want a hard rigid foam
 
For long term buoyancy, go for the PE foam. PU foam, though lower density, even the best quality stuff has some open cells. Plus it degrades due to hydrolysis if exposed to water.

Don't expect to bond anything to the PE foam though !
